If your looking in Illinois have you considered Champaign? The University of Illinois is a very strong anchor. Due to the amount of young professionals rent is high and vacancy is low. College towns are always a good bet. A good place near campus 100% occupancy.

The biggest incentive you can give them is being a serious buyer. Let them know up front exactly what type of deals you are looking, and how many you can handle, and when they find a good deal for you buy it or tell them the quantitative reasoning behind passing so they know what your looking for. Nothing is worst than bein jerked around by wanna be investors who after finding them multiple properties that should work for them and they never pull the trigger. And it's not worth getting your license just to become an investor. Sellers are the ones who pay the commission and aren't stupid. If they know you're personally making hate cobroke they will include that in their negotiating.

Yes as a new broker in Illinois you have to work under a managing broker. After 2 years you can test to become a managing broker and afterwards work for yourself.
