Congrats on taking action, most don't get to that point.
I think your 250 letters a week plan is a better start than none, but obviously you'll want to increase this over time once you get everything down pack.
I get my leads from listsource and am always satisfied with the results.
I would start with Absentee owners if i were you, that's always a safe bet

To answer your questions:
What will be my expenses on the closing day? Whether or not you will have closing costs depends on how you structure the contract. If you put a property under contract then assign it than you have no closing costs, you simply collect a assignment fee at closing
Do I have to hire an attorney? This is a vague question! an attorney for what exactly..closing?..contract preparation?. I'm assuming you mean to do the closing, if so the answer is no, you can close with an attorney or a title company.
How much would that cost me? Attorney fees vary, but if you close with an attorney it should be very similar to with a title company. Closing cost usually average 2% of the purchase price, again if you do an assignment, the buyer that you assign the contract pays this, not you.
How do I come up with the ARV? Search for comps of similar sized remodeled properties that has sold in the lasts 90 days in the same area using the MLS, Zillow, Trulia etc.
