This is common is commercial construction but unusual in residential. I have refused this arrangement many times. I agreed to it once but added so many "out" clauses I felt safe as the contractor that it would not be enforceable.

The Notice of Commencement advice above is good. If a Lien is filed always ask for a NOC. They are usually not filed at the right time nullifying the Lien.

Laws on this vary by state but- adding a Release of Lien Rights to the endorsement part of your business checks ensures that by endorsing the check you have a signed release. The bank keeps the images on file so you don't have to keep up with the releases but can get them online if needed.

Penalties like this are common in Commercial construction but not residential. Liquidated damages clause.  As a contractor I would not allow this into a contract.

Large production builders build like this. One guy starts the house, a different person finishes the house and completes the walk through with the buyer. One concern though, if the framing or rough mechanical isn't correct the finish person (you) will inherit problems. No amount of drywall mud or paint will correct walls that aren't framed straight, square and  level. I would contractually ensure that problems found later in the build require a go-back trip from the person tasked with the dry-in.
