Contact a local civil engineer. They will know what it can potentially become and will likely be able to refer you to developers who are active in your area. On your own you can find its current zoning from there ask the Civil what is involved in rezoning it to a higher use.

I second the above  comments - please hire a structural  Engineer. There is too much risk for everyone opening up a 24' wall without one.   This opening could be impacting the integrity of other parts of the structure that the avg. framing contractor may not take into account.

$87 per sq. ft. is realistic in Atl. for rent-grade finishes. New construction assuming slabs not basements. Maybe even less if the plans can be value engineered upfront. I have two unsold specs I can show you exactly what you get for that price too, if you are interested.

The 203k is paperwork is onerous for the contractor. As a contractor I likely wouldn't take one on if I had other work or I would charge an admin fee to compensate for the additional hurdles in getting the draws paid.
