Getting Vacant Land Listings

BP Agents:

I recently came across a very interesting neighborhood. It is about one square mile and affordable housing is starting to pop up on the north side, but there is still hundreds of acres left to be built out. This is in a high demand area, especially for affordable housing, so the homes are selling quick for 100-200k. The county government got the ball rolling by building the first few dozen homes and now the private sector is starting to take over. Thats where I come in.

I am looking to get listings for the vacant land and sell them to builders, and once I build a solid relationship with one of the builders I am obviously looking to sell their homes for them as well. 

My question to some of you more experienced agents is this: Do you have any tips on landing listings for vacant land? It is in an extremely cheap area, barely reaching $15k for water and no sewer. The first though that comes to my head is sending the owners a letter explaining that their land has value, and that I know of builders who would love to buy it off them.
