Hi Steve!  Yes I do!  They need to provide proof too.  It's further protection for them and for you.  (Insurance companies will sometimes give you a credit when you require this of your tenants.)

Congratulations on being close to getting your feet wet.  Taxes are usually billed twice a year, and the bill will come from the county treasurer office.  You can research tax records for a specific property by searching online through the county assessors site.  Sometimes a site like Zillow will list them for you, but always double check against the county.

Lease laws definitely vary from state to state.  You can find landlord suport groups/Meetups online for your property location to help you with forms and support in person. There is also Nolo Press that publishes many forms you can buy online.  You can do a general search by your specific county that has "county or city ordinances" in the search, and that should pop government offices that address tenant rules/regulations.   Hope this helps for all that you are looking for!  I highly recommend reading here on BP and buying Brandon's books.  (Very informative for the newbie investor!)  Good luck!
