I just sold a flip that had a neighbor like that. The guy put up a big sign that said "do not buy that house" on my open house day. I called the cops and he took it away only to put up another one saying that the yard floods. He also started piling branches, leaves and other debris along the property line and there was nothing I could do. It made me very angry. I caught him outside one day and I told him that he had no idea the can of worms he was opening and that he should expect a letter from my lawyer any day. After that he kept to himself and left everyone alone. It was a bluff of course but I am glad that it worked because I had no other recourse. I hope everything works out for you, I know what your going through.

I order all of my pex stuff from pexsupply.com. I buy fittings by the bag because I know any left over will be used somewhere else and it is cheaper than buying individual fittings at home depot. I did 3 houses in pex including my personal residence and have yet to have a leak. I love how fast and easy it is.

I personally would split whatever utilities you are not covering. The township is fighting me on a duplex I am currently rehabbing because they want me to split the water into two meters, both of which I will be paying. I would gladly split these if they were going to be the tenants responsibility but since they are mine I see it as money that doesn't need to be spent (they require a bigger line from the street for two meters). As far as resale, I would rather buy a property that I didn't have to worry about splitting utility bills between tenants. This is just my $.02.

In jersey the perc test is performed to see where the water table is and how long it takes water to displace from the hole that was dug. If the water table is not deep enough, simply adding a big ugly mound of dirt to lift the septic bed and adding a pump is an acceptable way to fix the problem. I did a little bit of research for Connecticut and it seems you have to dig a hole (30-42") and fill it with water several times to saturate the ground. They are looking for you to create a unit of measure for the permeable of the soil in MPI (minutes per inch) by filling the hole with 12-18" of water and after a certain time period measure the waters depth to see how much the ground has absorbed. So my best guess is that the ground absorbed 16.75" of water in the time frame given vs the required 18" or more. Hopefully someone from CT can give you better info but that's my best guess.

@Zach Sikes How do you feel about modular homes? I built my first home using a modular while being my own GC and had 40% equity upon receiving my CO. I was able to accomplish this by making two modular companies compete. I went to one company and picked out a floor plan, then went to another and made them beat the price, then went back and forth a few times until one of them told me to get lost. I have been in the home for 3 years now and am currently looking for a lot to put a new modular on and move into so I can repeat the process.

I have purchased 3 properties for $20k each using an agent. She knows that she will get commission when I sell after rehab, or if it is a buy/hold like the duplex I recently purchased it is just a stepping stone to the next flip.

@Ben R I have done just that. I have a case number and I am trying to remain calm while building my harassment case. Hopefully this house sells asap and I can forget all of this!

@Rob K. Im pretty sure he has no teeth anyway so the elbow wouldn't work.

@Bryan K I haven't lived in the house it was a flip. A very bad eyesore that was vacant for 8 years. Every other neighbor stops daily and praises me while this guy raises hell. When I first bought the house he poured his heart out about how he isn't allowed to see any of his grandkids and his children do not contact him so that idea is out the window as well. I guess I should have known how he was after hearing that information.

Glenn Espinosa he wants me to bring in a dozer and cut a swale so that his water will run to the street from his backyard. I had the yard leveled once, he came out complaining so I hired someone to come back and relevel it TO HIS LIKING. He was satisfied so I thought I was done. Anywho, I am parking my 20 ft box trailer in front of the sign so hopefully it will stay covered. Also, my open house signs on the front lawn keep going missing...
