That is, unless the city that it's in has some sort of time frame for different the completion of different construction projects.

The market in that area (on paper) appears to be a seller's market, but really that's all based on the tremendous amount of new construction (and new construction sales). 

Is this kind of deal possible if the lender is paying for 90% of purchase plus construction?
