I would look into the Va's rental program. From what I understand the VA pays all or a portion of the veterans rent and if the veteran tears up the place the VA will pay to repair the property unlike section 8. I know the VA had this program going on last year but I am not sure if it is still being funded. I think it is definitely something to look into.

I have sent yellow letters to out of state owner occupants but Austin is an ULTRA HOT market so it is much harder to get properties that way. It is possible but much harder than some other markets.

If I were you I would learn as much as you can from Bigger Pockets and other investors and stay away from the Guru's and their training. I had actually had taken a training class from a guru in Austin and even though it was a good class, I could have learned that same thing on Bigger Pockets for free had I known about this site before I paid for the training. I would save your 35K for marketing, partnering and potential deals you may find then spend it on a guru training class. 

I have found that everyone on this site is very helpful and there is allot of great information combined with working with other investors is the best education you can get.
