If you are buying off the MLS you will be dealing with a agent and they will help you with the process.

If they are asking for cash only offers then yes they are looking for people that dont reqire financing

Hard money will loan on properties that the 203 would not touch.  Most investment loans are going to require 20% plus down.  Also hard money can close faster than conventional loans

Are you just using the "2 % rule" to make offers I do not know your area but there are many areas that it does not work in.

When they are ready to sell REO they list it on one of those sites or on the mls if it is offmarket for the most part they will not sell it yet.

Unfortunately it is very common for people to steal copper out of vacant houses.  The security system is probably the best thing to do.
