Rehab house robbed

My father-in-law just had his rehab house broken into and the copper wire and AC lines cut out of the attic. They didn't touch any of his tools or damage anything else. Even locked the door on the way out. This is the second time/house this has happened to him in the last year. He is going to have a security system put on all futures houses. Has anyone had issues like this before? What have you done to deal with this?
