I would agree with @Russell Brazil statement in starting in your backyard first if you are able to. However from above it looks like you are aiming towards more on the cash flow side which is difficult in most areas in CA due to property values.

If the property management company you mentioned above is reputable I would look to NC since you already have relationships there. On that same note with the properties between 35-45k property management is crucial in dealing with this class. It comes down to your risk tolerance, because 12-13% CAP is good but more risk with a different quality of tenants.

Also @Alex Craig makes a good point in using your capital as a down payment for an "A" class property. Lower CAP, but can get some good cash on cash returns along with appreciation

Thanks for the insight. 

From my experience keeping them busy with your projects has always helped minimizing the turnover. However there are people out there that don't offer volume when it comes to projects. So glad to hear about your other strategic move

Most of the experienced and also newbies are well aware that getting a great contractor on your team is crucial. 

I would like to hear from others how do you go about finding the diamond in the rough and then keeping them around?

I do the same as above. Renting all of my properties on the 1st. If tenant signs lease in the middle of the month they pay full first month of front and the second month is pro rated.
