1. Highly competitive. Its all about your network to be able to get a good deal.

2. Through me or other wholesellers. I come across highly discounted deals that don't last more than a few days. 

3. Like others mentioned MLS would be the best tool. If not you can use zillow, the Miami-dade property appraiser for comps also, and even redfin. Networking with competent realtors as well.

I have a couple of years experience in Miami-dade and the best advice I can give you is to run the numbers on at least one deal per day. If you don't have access to MLS try using zillow for practice. This way you will learn to distinguish the good from the bad and therefore prime your way to healthy returns. Additionally, if you're financing your best bet is to hook-up with an investor friendly realtor.

@Josh Malenfant Great initiative! Keep searching I almost gave up after 7 months but persisted and I found 2 townhouses where after light rehabbing one, keeping one tenant and new tenant for the other I made a good 30k. Feel free to connect if I can be of any help.
