Best bet is to call the county and ask what you could do with the land (i.e. zoning).

find local real estate investing groups on Facebook and the local real estate investing association group and join them.  Also, join larger wholesaling groups on Facebook and ask to network with others in your market.  BiggerPockets generally isn't a very friendly place for wholesalers and as such, you won't find many of them on here.

Good luck claiming to be above national laws.... Plenty of people sitting in jail now because they thought they were "special" and didn't have to abide by the laws.

find recently build projects and find out who the GC/Developer was for those projects and then reach out to them.

That might have been grandfathered in so might not be able to replace it.  Also, there probably are size restrictions (how big/small a new build could be).  Best to call the county and ask.
