Check to see if and what can be built on a lot that small as that will greatly affect its value.

Sell them on terms (ie take payments for the lot via a land contract or similar mechanism) @Mindi B.

Pull a list from the county or from a data provider and then call or mail the owners and offer to buy their land.

she will need to sign over the deed to you (requires 2 witnesses) and then you can file it with the county and then pay the appropriate taxes.  You can also electronically file it and never have to leave your home.  websites like deeds.com allow for this for a small fee ($15) I believe and you can also get a sample deed from them

Unfortunately, what the seller wants and what Zillow says it's worth is not what it's actually worth.  I'd try and figure out what Market Value actually is (run comps on nearby similarly sold properties within last 6-12 months). Also, land doesn't generally sell as quickly as homes (with some exceptions).  Who is the end buyer?  A builder (Could also see who the buyers of the nearby comps are)?  Maybe throw up an ad on FB and Craigslist without giving out the exact address and see what kind of interest it gets.
