Hey, @Zach Santillian I can speak to some of your questions. The best strategies I see investors using are texting, calling, and mailing -- typically in that order. Yes, these methods are compliant. They are going through some changes right now but it's still (and will continue to be) viable. These methods do require you to acquire a list first though and that's where buying a list or virtually driving for dollars comes into play. 
JVing is a great way to get started in a virtual location. The harder part is finding the right partner. The benefit though is that you can leverage their experience in general and of the market.

Welcome @Josh Busenbark to BP. There are tons of resources and different approaches here. I'm sure you'll find something that fits.
I was just speaking to someone recently who was looking to find mobile park owners. One of the best bets here is to get the property addresses - by driving for dollars or purchasing a list then skipping it. Since the parks are usually owned by entities (LLCs, corporations or trusts), you'll need to do an entity skip. I'll ping you about that piece. From there, you can mail, call, or text.

Kyle is right. Skip tracing would be the way to go here. The higher the quality of the data, the lower the frustration since you'll have a higher chance of getting the right peron in a single skip or batch skip. The top providers are TLO, IDI, Sherpa and Lexis Nexis because they use credit bureau data.
