There is a chart that converts inches of fuel in the tank into gallons . When I rent I walk out and dip the tank , measure the amount of fuel , convert it to gallons and have the new tenant write a check for the oil . When they move out , I drain any water from fuel tank , and measure again . They then are reimbursed for the remaining fuel after final inspection of the house .

I have a service policy on the furnace , the tenants must purchase fuel from the company holding the policy . The tank is locked , only the fuel company or myself has a key . The tenant MUST be on auto fill , and prepay the fuel company before fuel is delivered .

Taxes are much higher , insurance rates (auto and home ) are higher in the city , crime and violence are much worse in the city . Multi families are hard to find in Anne Arundel also . I have looked at city properties in the past , its a whole different world than the counties , I like my comfort zone in AA county .

Sounds like you have 3 possible buyers . Or you need to negotiate a right of way .with 1 of the 3 . Or you purchase 1 of the adjoining properties .
