I second what Dick Rosen said. Your PM sucks, dump them. My pops and I own rentals in what I think are "C" areas in Los Angeles County, and we have no trouble getting applicants. When I'm turning a unit over, i have people approach me all day about the empty unit, what the price will be, if I take section 8, when it will be ready, etc. The economy is so great right now, i have had no trouble finding "A" tenants for my "C" properties. I had a garbage PM previously that took two months a few years ago to rent one of my units, but I found a better PM

Get them out in June, move on. 

Im thinking the 60 day notice was with the current owner, not you, but who knows? If it were me, I would want to go into that apartment TODAY to assess the condition, and determine what i need to get it rented ASAP.

Look for yelp reviews of property management in your area. Talk to the agent/ owners...see how willing they are to talk business with you. i went from a terrible PM to a great PM. The owner of the new PM owns multiple multi-familys, and he said they all sucked, and he thought he could do better, and he has.

Don't play with your insurance. Don't risk not having a claim covered. Insurance companies employ people to look for reasons not to pay a claim.

I'm not sure about collections...but i'd be getting the place ready for showings ASAP. You say rental activity doesn't pick up until May or June...well bro thats about 3 weeks away. Document all your expenses, and worry about collections or missed rents later.
