So, I have not seen any significant tax increases on my MF for the last 3 years. The one time we had a major increase on a 4-plex we were able to contest it and bring it back down.
I would wait until you get the notice of value before making any major moves on rent.

@Nathan Jones welcome to Albuquerque. There are a lot of small MF in Abq, just be careful of the area. I have been investing there for 5 years, so let me know if you have any questions.

Welcome to BP. I have been active in Abq for the last 5+ years and own 75 units there at the moment.
You are probably talking about the International District close to the fairgrounds. I have owned a couple of 4-plexes in that area, and they were a challenge to cashflow. The area is C or D, depending on the street. The properties are usually C or D. 
I have since sold those deals to focus on larger properties. Yes, I see smaller MFs sell at high prices. I would not pay more than $40-50K per unit, depending on the amount of rehab required. 
But, you can still get decent deals if you look hard enough and connect with the right brokers or even owners. 
I think some people are overpaying and that will come back to haunt them...

I live in Santa Fe, but own 75 units in Albuquerque. I know a fair bit about the city. 
In general, the area around the fairgrounds, the International District has a lot of multifamily, but it's a also a very challenging area for investors. That being said, I own 11 units in that area and they do OK.

Closed to Nob Hill and UNM is usually a better bet, but you will find much higher prices. 
Spend some time researching the areas and use Google maps to do a drive by to see what the properties look like, and the general condition of the neighborhood.
