Learn your market and learn to market.  I know it sounds simple but it's really the key to much of it.

I am not a fan of anything that doesn't have the proper cashflow unless you are parking money that is burning a hole in your pocket.

Most HMLs aren't a great fit for the refi portion.  HMLs are usually for the purchase and reno and then you would seek long term financing with a local bank/credit union.

Good deals are usually 30% of ARV so 10-15% under asking isn't really the best metric. Lots of offers usually brings in volume so you want to make sure you are setup for high volume internally.

Interesting rates increasing will make cashflow harder in all markets.  Philadelphia still has deals.  I see them daily.

Lehigh Valley is a good area. The 50% rule is usually a decent gauge when buying.  Always buy much lower than you think is possible.  If you are not uncomfortable making the offer, it likely isn't low enough.  Learn how to comp really really well.  Good luck.

Pretend you have 10k or less and learn to make it in this business wholesaling to start and maybe end.  Once you can make it under those conditions, you will know exactly what to do with your cash when the time comes.

It's just adding risk to do that.  There are likely plenty of properties within driving distance.
