I would always offer less on a property because that is the nature of what we do.  Did you run the comps in the area and how rough is the location?  Those are things to factor in as well.  I know a lot of locations around us where you can basically buy stuff for free but you would receive a bullet proof vest at closing.  I am guessing by the comment on houses not appreciating that it is in a pretty tough area.  It doesn't mean you can't make money there, but it is something to consider.

I have always found that open houses when renting take 2 to 3 confirmation reminder calls.  Even then less than half usually show up.

You would really want to meet with your local lender face to face.  It is worth the time to sit and develop that relationship.  It will also give you a much clearer picture of the lending in your area.
