 Kurt K makes a good point, while there are still good deals to be had in the Phoenix metro area - they're just a little tougher to find.  I would suggest going a bit south and looking at some opportunities in Tucson, also. 

Karen, I can definitely understand that, at the end of the day, you need to do what's most comfortable for you because you're the one who's taking on the risk. For whatever reason that Phoenix is low on your list, that's your call.  I would urge you, though, to look at parts of the Phoenix metro area as well as Tucson. Using Zillow, for example, you'll see that there are a lot of neighborhoods where rents are very robust - with a buy-and-hold strategy, they could give you a very strong return.  As @Dani Beit-Or says above, food for thought.

Some of the cities you list above were hit VERY hard with the downturn in 2008-09, so they have much higher rates of foreclosure and vacancy than other cities in the Phoenix metro area.  @Stone Jin makes an excellent point! If we can provide you with more guidance, let me know.

Good morning, @Karen DiNapoli!  It sort of makes me laugh when I hear people say that Arizona is a saturated market.  If by "saturated" these folks mean you're unable to pick up properties for mere pennies on the dollar, then I MIGHT agree with them.  However, when you're picking up properties THAT cheap, you're taking on a lot more problems that an out-of-state investor may not want to handle.  With that said, we work with a number of RE investors (both in state and out of state) who do VERY well with the Arizona market.  Fellow BP member, @Clint Farlinger, is a great example of just such a person - and he gives good advice on how he handles his rentals while being in another state.  Please let me know if we can help you in the Arizona market.  I look forward to hearing from you!
