Try talking to the city/county and both contractors before making any decision. 

1) Is the new contractor#2 be willing to take responsibility for work done by the bad contractor? As a contractor I would NOT take any liability from work done by another person.

2) Is the city/county going to cancel the permit pulled from bad contractor#1 and ask a new permit to be pulled and new inspections to be done on the complete scope of work? Typical in my area.

3) Does the bad contractor#1 have a Notice of Commencement filed on your property and go after the rest of his money. (or file a lien on your property)

4) Have you written a certified notice to the bad contractor and waited the necessary time for him to respond regarding the corrections, delay and emergency work needed to be done?

Yes, I would agree with most of the answers here. Flippers will try to sell at Market values. 

You as an investor want to buy way low under market value. Right there there will be a disconnect. Now you can try finding a contractor that can do a rehab for a price. You find the houses, give him a budget and get the house at the price is going to work for you. Make sure you add some contingency.

Talk to the landlord, I am sure he would want this resolved as soon as possible.

Without being a RE lawyer, and without even reading the lease, I would imagine this "pest clause" is referring to spiders and cockroaches inside the house. You should not be liable for rodents in your attic (if you are not leaving food or trash in there).

As a landlord myself, I will take care of the issue before it gets worse. Then if my tenants are the ones not cleaning as they should, I will get rid of them too.

How many deals at a time are you doing? Are you still finding good deals there?

 Not a lot of good deals in the 100Ks or lower. We increased the price to see if we get better deals. 

I work on 2 or 3 flips at a time max.

I believe 24 hrs is very reasonable for an AC in summer when temperature is 80° going down to 60° at night.

As @Phillip Dwyer said, in winter with sub zero temperatures is another issue. In this case I will send the technician and pay the fee.

There are ways inspectors can check the electrical service even if there is no power on the house. They bring a Generator and connect it on the Dryer plug and check the rest of the house from there.

Talk to some inspectors in your area, they should be able to work with no electrical service.
