Can’t speak for the phoenix area, but around here it’s usually better to wait until after the holidays. But spring is always better then the colder winter months.

It all depends on the numbers. I’ve flipped a couple houses in a town with only 600 people, and done really well. There’s also less competition. Just get to know the area really well,

I always do a drive by, as the condition of the exterior of the home can often help you guess what the inside is like. But that’s definitely not always true. 
One time I pulled into one’s driveway that looked super nice on the outside, (freshly cut lawn, clean landscaping, clean windows and siding, etc) and the neighbor came walked up and said he had the last remaining key to the house and asked if I wanted to go inside. (Looking back, I probably wouldn’t do this again… this guy was kinda shady.) 

But I ended up going inside with him and I was so glad I did… because there was some sort of crazy water damage and all the ceilings had caved in and it looked like the whole thing g had been underwater at some point. I didn’t end up buying the property, but I was very thankful the neighbor let me in. 
I usually just assume worst case scenario… because you really never know. And if it ends up being in great condition then it’s an awesome surprise!

I’d ask the neighbors just to make sure, but if it’s not theirs I would just call the hotline. Sometimes dudes who own a truck that can tow will tow a friends/enemies car to some random place and just leave it there for fun.

Do you guys normally get well and septic inspection on houses you buy? This house I am putting under contract was built in 1974, and the previous owner said it was inspected in 2015 and was found to be in "very good condition."  I generally waive home inspections as I have a background in construction and feel pretty confident in looking at the house myself and with contractors. But well and septic is different...

@Bruce Woodruff. Yeah some nice landscaping is a good idea. There actually is a huge deck on the back that spans the whole length of the house
