I've had 2 instances where locally the HOA management firm has sent out notifications that owners are allowed to have pets but tenants are NOT ALLOWED to have pets. IS THAT LEGAL? Thanks for your insight!!!

Welcome to BP!  I believe you are getting into investing at a really hot time and it is VERY difficult to find deals in almost any city.  My suggestion is to continue looking and know what you are looking for and when a deal is available act immediately. (Have your financing lined up, limit contingencies and jump in)  Best wishes,  steve
