Yes the ETJ is enforced by the city of Pearland. The question of adding more would for sure be a question to ask the city.  I know Alvin will not allow new mobile homes to be brought in. Be sure and do your due diligence, you might find a better use of the land.

If there were new small multifamily properties built are there any investors here that would want to buy them? My partner and I are looking into building some in the Alvin, TX area where there is a shortage of rental properties.

I am currently working with a client that wants me to build her 8-10 tiny houses and develop the back section of her property into a little community. This particular property is in the county, however we have the city ETJ to deal with. These communities will be a thing in the near future.

FHA has seasoning rules. Read below link.

This only applies to a buyer using FHA financing.
