Yes but there is a process and it cost money. U have to request rezoning of the property to multi family. It takes a while and no guarantees. Other locals might have better info.

Depends on the numbers and location. Not all sellers will agree to lower prices

Olupero Aiyenimelo have you tried Jessica LaMonde. She is a realtor that works heavily with investors and has stuff that meets the 2%.
