Shaun,

If you are planning to keep the property for a while the cashflow will come, so don't let the higher priced properties scare you.  They are typically in a better side of town and in much better shape.  It can be difficult to cashflow right away, but you will most likely be appreciating which is a good thing.  Location is key so work closely with your agent to see where the rents are the best and days on market are low.  Also ask your agent (and you can as well) to reach out to some wholesalers and let them know what you are looking for.  There are always off-market deals to be had.

This is typically covered in the property management agreement between you and the PM Company you would choose.  The majority of us that do professional property management here in San Antonio have language in our contract that addresses how we handle the process.   If you are flying out here we hope it's so you are wanting to visit or buy more property, not attend a court hearing :-)

It is good for investors Nagesh.  It prevents local municipalities from banning short-term rentals (as some currently do).  We have had more investors lately who want to buy property for the purpose of using it for an AirBNB or VRBO, and this bill would ensure they would be able to do so.  The local municipalities will still have the right to regulate how the rentals work, but the key is they must allow them under the bill.
