William C. tough call deciding which approach to take. I suggest placing the ownership back on the family members. Ask them to clean up the unit. Only once the place is clean (read: habitable) will you be able to make an accurate assessment of what work needs to be done. Getting the family involved is key to ensuring the unit doesn't fall back into a state of severe disrepair. I'm more concerned from a sanitation aspect. The deplorable conditions are having or will have an adverse effect on the neighboring units. E.g. Smell, pests, etc. You might have a legal leg to stand on here, of the family doesn't want to cooperate. Again, get the family involved to get the unit clean and go from there. Pyrrha Rivers check out Pentagon Federal Credit Union--they offer HELOCs on non-owner occupied houses. This week I'm reaching out to PFCU to start the HELOC process. I recently bought a $30k VA foreclosure in my area. I need the HELOC to buy more! -Andrew

Jonathan Beemer where will you be stationed? The price point of small multi-families may influence your decision. I think you'll do well to purchase a 2-4 unit with the VA loan. Take the time to determine your evaluation criteria, so you'll know a good deal when you see it. Have a plan for your BAH. I recommend that you save it and build up your reserves and/or down payment for the next property. A quick google search will return a ton of sites related to building your credit score. Take a deliberate approach with your finances and you'll have no trouble getting a VA loan. Good luck and keep us posted! -Andrew

@Account Closedthe tornado damage pics are sad to see. I grew up in tornado alley and clearly remember how it felt each time a storm threatened to drop tornados on us--fortunately didn't have one hit our place. Lots of friends weren't so lucky. 

It's sad that MHPs are called tornado magnets, as you pointed out--nearby upscale SFHs were hit as well.
