You could try buying the neighbor out or buying the lot and quit claiming it to the neighbor in exchange for a beneficial interest in his property.

Housing costs can only be reduced by relaxing zoning, building, population density et.al. standards.  Would you vote for that?

Neither.  Note that #1, listed for $549,000, was sold for $307,000 on 8/9.  I would look for a comparable property and have it updated with the idea of capturing the spread.

In Maine, a mechanic's lien can be filed after closing.  Moreover,  most Maine contractors do not have to be professionally licensed which makes contracting a choice destination for ex-cons and drug addicts.  With Seller's tacit approval, an unscrupulous contractor can file a phony lien against a property that becomes Buyer's responsibility.

Check your applicable state laws and regulations.  For instance, in Maine, a mechanic's lien can be filed 90 days after the labor or materials were last provided.  A lien like that would not be uncovered by a title search and would be "inherited" by a buyer.

1. Find out how much house you can afford by getting pre-approved for a mortgage. 

2. Using sites like redfin.com and realtor.com, locate MLS-listed REO properties (typically sold "as-is") that you may want to buy and save them.

3. Sit and wait:) until you receive an email indicating that a saved property's status has changed to "pending".

4. Have your buyer's agent submit a home purchase offer.  Chances are, this will trigger a "multiple offers" situation giving you an opportunity to submit your "highest and best".
