Buying a turnkey property is not a good idea.   Why would anyone sell you a good one at a reasonable price?

My advice is to read all RE and related (e.g. DIY, homebuiding) books that you can get your hands on.  I have yet to encounter a book that has no useful information.  Here's a low-cost way to acquire hundreds of books:

1.  Subscribe to Amazon's Kindle Unlimited 30-day free trial

2. Buy a 1-year Epubor Unlimited license.

3. Borrow as many Kindle books as you can and convert them to the EPUB or PDF format. 

4. Cancel the Kindle Unlimited membership.

An MF must have separate utilities with tenants paying for heating.

Investing in tax lien certificates is akin to being a mortgage lender.  You'd have to be able to correctly estimate both the quality of collateral and a mortgagor's ability to repay the mortgage.  What makes you think you can do this?

Yes.   I would take price appreciation (a.k.a. capital gains) over cashflow (a.k.a. dividends) any time.

Don't be scared. Once you have mitigated all REI risks, your ROI should approximate that of a federally-insured bank CD's.
