Quantity or quality of deals? 

To quality control that and make sure your signs don't end up in a dumpster, give them clear instructions to take a picture on their phone of each sign they place.

And a really top quality investor ... before these laws came into effect you had good people ( i put myself in that bucket as I bought a couple hundred homes in Portland this way)  and bad bucket .. those that just got title and totally screwed the seller.

My strategy is buy and hold quality rentals for my market.

What list should I use, with the good quality leads and where should I get this list.

Attend homeownership counseling; Receive a homeownership certificate; Ratify a sales contract within 120 days and settle within 180 days; Obtain a mortgage from a lender; Pass both a Housing Quality Standards and Private Home Inspection; and Contribute 3% toward the purchase (1% must be from personal funds).

Hire a professional photographer, not only will they take high quality photos, but they will also give enough photos for you to lay them out in a way that gives a walkthrough of the property.

You might even have to install specialized ventilation systems to keep the smell down (Denver has a Department of Environmental Quality that keeps on top of this...though you can still smell it when you drive by).  

If flippers aren't getting quality deals from wholesalers in the area, isn't it just smart of them to go direct to homeowners?

I have a few multi's and a single family that I rent out (the single family is almost ready to rent :) ) located in the Lewiston/Auburn area and since I started using the checks my tenant quality has risen a lot.
