Since the basic reality is that they (we all) have the only the rights we a willing to enforce, it is certainly possible that the children of the deceased might continue to do nothing, -or that they might delay doing anything for the three years required for you to utilize the Texas laws of Adverse Possession against the deceased's children.

Personally, I would press hard to get $ way down on offer because there is a lot of headache there. next, I would cap the sale off as a staged sale; i would construct it as a C4D type purchase, gaining control of property and enforcement rights for tenancy from current owner, and it would be one of my terms that I am able to get tenant out in xyz time frame or i walk on the deal.

@DeJarian Dickson Graham, since you mention no running water you may also have the possibility of having them out immediately by going to the local code enforcement office and seeing if they will declare the unit uninhabitable because of the lack of water.

Maybe when legislators find out there isn't enough affordable housing provided by landlords they will realize what a big mistake they have made.I'll take a guess that this in in California where businesses are being forced to close their doors because they can't afford the high cost minimum wage and also can't afford automation products either.
