Do a month to month lease, people have the right to move out in winter when it is so much harder to rent, but you can get a problem out earlier before they do more damage.

If a tenant broke a window, the landlord would do the repair (either themselves or contract with someone for this) and charge the tenant for this repair.Keep in mind that the holidays are a prime time for break ins.
