You are supposed to anchor it around the walls/edges with double-sided tape, but other than that it's not attached to the floor at all. 

The previous owner is supposed to have those funds held for the benefit of the renter.

Since the property is listed, you'll need to get in touch with the agent re: seller financing, you are not supposed to negotiate with the seller directly.
