Trying to make an offer on a foreclosure- 1st timer

I am currently trying to make an offer on a foreclosure and I need to know HOW to do this.  I did my analysis and it looks like a good deal.  I will be able to put down cash and I am not going through a lender.  Please help!  Time is of the essence.
