When I pulled permits I had the fire Marshall out to address any issue preemptively and he noted that because the ceiling was too low in the back exit hallway my third floor apartment was only considered to have one means of Egress.

Also keep in mind you should have a reserve built up aside from the initial down payment to cover any larger expenses that pop up that you would need to address immediately (heat,AC, Roof appliances, etc...).  

For that reason I always keep my water bills in my name and sent to my home address, and then forward them to the tenants for payment.

It’s relatively inexpensive and would show effort by all parties that the issue has been addressed should it occur again.

If someone needs help I will address it with them individually.As @Todd Ortscheid pointed out most courts are closed or running at a limited capacity.

Making those connections, networking, etc in order to find the money for my first deal is my biggest hurdle so I thought I would address it first.

. :( I'm sorry you're having a hard time :( truly this is hard.Maybe if you take the focus off the PM, put them on project status for now - as in " I will place you on my mind shelf and I will deal with you and your non compliant errant ways later - ' and instead try to mind-storm some creative solutions for addressing the vacancy/financial  issue?

When I look at my contract and the longer state contracts, I make sure they address the issues that need to be addressed and also get modified over time should something come up.You need to fully understand your contracts.
