Make a call to the city's zoning department before considering it further. 

If there are several parcels and tax bills you have to go to the city/county planning department to get the parcels re-zoned into one map.

If seller cannot provide it, won't negotiate to provide it, and is threatening to take your deposit and sue, I'd call the department responsible for issuing them and ask if they'd contact him to require it be done asap. 

You might even find some that some even have specific departments created just to handle note investing. 

I have spoken to several people in the billing department, the manager of the meter department, someone who deals with the leak detection software, and the manager of the billing department.
