When it comes to make the tenants pay, since it is a 2 units, I don't think it would be fair to split the bills in two, one unit is a 3 bedroom and the other one is a one bedroom, since I m not sure which tenant uses what or how much that is why I think the best way will be to have 2 separates system so everyone can pay for what they use, but again, I am a new investor, maybe there is a better way to handle the situation but I will be making a few phone call to some HVAC companies
