It's about pull - the ability of someone like Gilbert to call a fellow owner/CEO and say "hey, I need you to move your company downtown" or "Hey, Amazon is picking a 2nd HQ...let's spend a ton of money to market the city (knowing full well that Amazon wouldn't happen but that it would be worth it for the marketing)".
