Looking at the latest Census info :from a population growth perspective:- Albany has grown by 1.43%  between 2010-18.- Rochester has actually declined by 0.8% between 2010-18Are these markets still attractive enough to invest from a buy and hold perspective? 

No idea what was said about the FTC in the past.The SEC is the Federal organization which regulates financial promotions (pooling of funds, discretionary fund management, offering investment opportunities to the public, etc).

I just like to keep the greetings personalized to the property and I think having a separate icon for each property on my phone's home screen would help with organization.
