Buy and Hold Upstate NY?

Hi BP members - what is everyone's thoughts on the market in upstate NY, specifically Albany and Rochester?  Looking at the latest Census info :from a population growth perspective:

- Albany has grown by 1.43%  between 2010-18.

- Rochester has actually declined by 0.8% between 2010-18

Are these markets still attractive enough to invest from a buy and hold perspective? 

I am just starting out, living in Long Island, working in NYC and looking to invest in nearby areas. Nothing around the five boroughs provides the cash returns to invest in (within my budget anyway) and hence am starting to explore other areas in upstate NY that I can drive to.

@Michael Wallimann - agree with you on the market prices and appreciation aspect of the properties upstate. I think its a cashflow play rather than appreciation.
