The cops just keep the peace and without a court order to serve the eviction they can't do anything.Now if your sister was doing something illegal the cops could then arrest the tenant or people residing there etc. if they were caught doing something.There is a process that has to be followed to evict a tenant by law.

If I had reported it, at least he might be on the radar (since his threats were no addressed to anyone particularly, he would not be arrested).But I know the guy is not a stable type, far right and flys his colors, the stars and bars on his truck.

Long story short...she got beat up at a bar, came home and called the police saying my tenant did it, had him arrested, he legally was not allowed on the property, and she stayed there rent free, and trashed my house until I could get her out by evicting HIM.
