From what I understand of the situation, the current tenants are more "uncomfortable" signing a document from someone they do not know then not being able to understand the document.I am pretty sure there is an underlying issue with these tenants, maybe citizenship issues?.

If that's right, there aren't any good turnkeys that cheap (at least not through bigger providers) and as an international buyer (assuming you don't have US citizenship), you will have a really hard time finding financing for only 30% down.
