You can have process server perform a skip trace and track them down and serve for you for additional fee ($30 for me, well worth it), but you can't go anywhere with your case unless you have proof of service.

I have no idea.In Montana I was told the property owner has 3 years to redeem by paying the taxes.Once the 3 years is up, the investor who paid the taxes has their attorney server the property owners with a notice, and from there they have 90 days to pay back the amount or then the property will be needed to the investor.
