I did a rent concession and the electric was in tenants name, I only had hot water heater (gas) and boiler hooked up to same service.Either keep in your name list property as utilities included and charge more for rent. or give tenant a monthly concession for "electric usage" each month.

Billing the tenant based on his usage: in here, everything is under the owner name, and the owner emails a broken down utility copy from the electricity/gas companies to each tenant, and presents how much their meter displays and subsequently how much they own.
