Any investors has bad and good experiences with septic tanks and tenants rough usage?

With it being legal in CO for persons over 21 to possess, I will always recommend my clients clean up all materials relating to usage as well as if there is any smell left over to have the property cleaned.  

Aside from all the house rules about usage, bills, pets, family, maintenance, etc., I'm not sure the best way to structure a potential deal. 

Anything above "normal" or "reasonable" usage would then be billed to the tenants.

I did a rent concession and the electric was in tenants name, I only had hot water heater (gas) and boiler hooked up to same service.Either keep in your name list property as utilities included and charge more for rent. or give tenant a monthly concession for "electric usage" each month.

The garage is connected to an apartment, so definitely the apartment tenant has to be reimbursed for garage electric usage.

This dog is truly a lesson of how prejudice still exists in this society and it is definitely a battle to try and get people to stop, observe, determine and then reflect before treating someone or something inappropriately.  

Has anyone faced a similar problem, or successfully reduced utility usage? 

Billing the tenant based on his usage: in here, everything is under the owner name, and the owner emails a broken down utility copy from the electricity/gas companies to each tenant, and presents how much their meter displays and subsequently how much they own.
