Reducing Utility Usage Among Tenants

Hello everyone, 

We are currently having an issue with utility over-usage among tenants at an 11-unit property. For example, one apartment upon inspection had an air conditioner set at 60 degrees and on the max level when only their dog was home. 

The owner pays all utilities (electric, water, gas) and the cost to sub-meter was estimated at over $30,000. We're concerned that punishments will cause tenants to move and that incentives will be unsuccessful. Has anyone faced a similar problem, or successfully reduced utility usage?
