Should I pay all electric or set this up another way?

So I am living on a piece of property with a main house(wanting to rent out) and guest house(I will live in). I want to have the tenant pay all bills. 

BUT... the only thing is that the guest house has its own separate water well electrically connected to the main house, and would be very cost prohibitive to have a 3rd meter installed on the property. 

What would you do? 

My options I thought of:

A) The tenant pays for electricity and I will deduct $50 for the well portion. (Kind of don't like giving a tenant any power)

B) I pay for electricity and tenant pays me for electricity bill minus $50 for my portion. (Legality wise is this ok? if I am using some of the electricity (should never be over $30, I think).

C) Just do all utilities included deal. 

Any other better options?
