Renting out a detached garage

Hello, I have a duplex with a huge, detached garage which I want to rent out separately since my tenants do not want to use it. 

Does anyone have experience on sub metering electric services? The garage tenant should pay for their electric service separately. Do you vet a garage tenant in the same manner as an apartment tenant?

First to sub-meter the garage is going to be big bucks.. which apt is it now connected to.. or is it on the common meter,, if on common meter then your paying for that so just include electric in rent. 

Would getting into or out of the garage could current tenants block entry?

I would not permit any type of work to be done in the garage like servicing cars.. this would only cause issues and your insurance guy wouldn't like it..

But garage space is valuable, and for storage fine.  Just no business enterprise running out of it.
