Structural Engineer here... epoxy injection is a crack repair (patchwork) and sump pump will reduce the water table around the perimeter of the house.

Water in the basement could mean you will have to install an interior perimeter French drain with sump pump; I have priced those in the past at $65 to $85 per linear foot of perimeter wall.

Another 1/2 day sanding walls , the rest of the day cutting in around windows , doors , and the entire perimeter of the ceiling .  

Doing 2 deals right now that's have similar perimeters. 

I live on the north-end of Atlanta but do most of my investing inside the city-perimeter.

There is a counter that people walk up to to order stuff.Most of them downtown surround a parking lot, cars parked inside the lot with carts around the perimeter facing the sidewalk.

Dan - There are many solutions to skirting generally referred to as "lower perimeter enclosures" from very inexpensive to the much more expensive.
